If you think you’ve heard it all when it comes to arcane FEMA regulations, head to LSU Health Sciences Center, where Katrina-related work is still going strong. In the dark recesses of the Resource Building’s first floor, the cinderblock walls are painted gray, but only up to 4 feet above the floor. From that point to the ceiling — about 6 feet — they are aqua, the color they bore before the 2005 storm.

Michigan Gov. Rick Snyder today signed a capital outlay bill that commits $304.5 million in state funding to facilitate $613 million in new construction projects at universities and community colleges around the state.

The University of Colorado had to pull some planned amenities -- such as a sauna, simulated golfing and exterior designs -- from its $63.5 million remodel of the Recreation Center after the project's estimates came back 18 percent over budget.

More than $1 million in public and private funds have been spent over the last year or so to renovate university residences of several new California State University presidents, improvements officials say are necessary as the pressure on campus leaders to raise funds becomes more acute.
