Tennessee Gov. Haslam proposes free community college

Gov. Bill Haslam, in his final State of the State address before seeking re-election this fall, unveiled a plan Monday to waive tuition for community colleges and technology centers.

The Republican governor proposed using money from the Tennessee Education Lottery to fund an endowment that would cover all tuition and fees to two-year institutions for all graduating high school seniors. The proposal forms the centerpiece of his effort to increase the number of college graduates in Tennessee.
