Ivy Tech Fills Two Key Finance Positions

INDIANAPOLIS--Ivy Tech Community College has selected William F. Bogard II as Executive Director of Budget Management and Thomas L. Skidmore as Executive Director of Cash and Debt Management.

Under the direction of the Senior Vice President and CFO, Bogard will provide planning, management and oversight of the college’s operating and capital budget, as well as develop and organize annual and long-term budgeting and financial management activities.

Bogard most recently served as Assistant Director of Education and Economic Development at the State Budget Agency where he was responsible for K-12, state university and State Student Assistance Commission budgets exceeding $8 billion annually, as well as the Division of Workforce Development and Indiana Economic Development Corp.

Prior to his time with the State Budget Agency, Bogard spent more than 10 years serving roles within the Indiana Family and Social Services Administration. He served as Director of Finance where he led the agency’s accounting functions, managed federal and state funds received by the agency and prepared state and federal financial reports. In addition, Bogard served as a Senior Policy Analyst, Staff Attorney and Legal Assistant with the agency.

He earned his J.D. from Indiana University School of Law and his Bachelor’s of Science in Accounting from Indiana University School of Business.

In his new role, Skidmore will provide planning, management, analysis and oversight of the college’s cash receipts and disbursements, including federal and state financial aid funds, cash accounts and auxiliary funds; accounts receivable; investments; and outstanding indebtedness and long-term liabilities.

Skidmore most recently served as Chief Financial Officer for the Indiana Economic Development Corporation where he planned, developed, organized and led the corporation’s accounting and financial activities and oversaw a $60 million budget. He also previously served as Controller for the organization.

Prior to his role at the Indiana Economic Development Corporation, Skidmore served as Director of Finance for F.S. English, Inc. where he was responsible for the management and operations oversight of a $28 million loan portfolio and managed a $4 million budget. In addition, he has served as a Senior Accountant at Conseco.

Skidmore earned his Bachelor’s of Arts in Finance from Anderson University.
