111 institutions accused of possible improper federal student aid practices

Duke University and Davidson College are among 111 universities accused of possibly requiring students to fill out more than the required paperwork to receive federal student aid.

The Higher Education Act requires students to fill out only the Free Application for Federal Student Aid (FAFSA), but Rep. Elijah E. Cummings of Maryland, the top Democrat on the House Committee on Oversight and Government Reform, said that 111 colleges and universities “appear to be establishing additional requirements for students to complete costly additional forms,” including a fee-based form that Congress specifically banned in 1992 “because it creates undue hurdles for students seeking federal student aid.”
